Cultural life in Gabrovo is busy and dynamic. Each year the town hosts the May Festival of Culture, during which the town starts living a new, more dynamic and festive life, and which embraces a wide range of cultural events. Thousands of foreign guests visit the town. However, the hub of all these is the International Biennial of Humour and Satire in the Arts, held under the motto: "The World Lasts Because It Laughs" as well as the many other events, organized by the one and only House of Humour and Satire in the world. The festivities culminate in the colourful carnival procession in the streets of the town. It is the most popular and large-scale festivity event for the Gabrovo people and their foreign guests. The present day Carnival has originated from the Gabrovo Oleliynya, embracing in itself the European influence of the masked balls of various guilds of 1930ies, and has so far been interrupted only by the Second World War years and in the period 1990-1997. It was revived in 1998 thanks to the kind assistance of the Delegation of the EU Commission to Bulgaria. Two projects have been developed in view to the holding of the carnival and the carnival school for young Gabrovo people under the "Europe before the EC" project. In 2000, Gabrovo was integrated as member of the Foundation of European Carnival Cities, based in Holland and was personally visited by the foundation president Mr. Henry van Der Croon.
